In Japan, it had not been permitted for the Jetfoil to cruise at FOILBORNE mode in night time due to the provisional regulation for hydrofoils issued in 1961 by The Ministry of Transportation. It was in July 1991 when the Jetfoil could sail at FOILBORNE mode in night time, on the conditions that the new requirements to ensure safety are satisfied. The new requirements prescribed the approval standards for cruising at FOILBORNE mode in night time was issued by the maritime traffic bureau in The Ministry of Transportation.
